Announcement of Shenzhen Universiade International Scholarship Foundation on Selection of Funded Students in 2022

Shenzhen Universiade International Scholarship Foundation (hereinafter referred to as “SUISF”) is a dedicated foundation established by Shenzhen Municipal People’s Government with specially raised funds to support the international students with a view to carrying forward the spirit of the Universiade Shenzhen 2011 and promoting cultural and educational exchanges among international young people.

At the opening ceremony of the World University Presidents Forum during the 26th Summer Universiade, Shenzhen in 2011, Liu Yandong, thenMember of thePolitical Bureau of the CPC Central Committee and Vice Premier of the State Council, highly spoke of the establishment of SUISF, as it reflects theexpectation of Shenzhen to make a contribution to cooperation of universities all over the world and the exchanges of international students, which is a new highlight of the Universiade, as well as a new initiative for exchanges among universities around the world. On this occasion, the leaders of Shenzhen Municipal CPC Committee and Shenzhen Municipal People’s Government announced the formal establishment of SUISF, and issued the Funding Certificate to the first group of representatives of funded students.

The purpose of SUISF is to implement the strategy of giving priority to the development of education,tocultivate international talents, to provide opportunities for the outside world to know about the Chinese culture, andto promote exchanges and cooperation between Shenzhen and the world in the fields of education, culture, science and technology. In light of its spirit, SUISF has hereby begun the selection of international students to be funded in 2022, as follows:

I. Funding Programs, Number of Funded Students and Scope of Selection

(I) SUISF classifies the funding programs in 2022 intoeight categories

1. To fund overseas students to receive full-time education of bachelor’s degree or higher degreeat colleges and universities in China;

2. To fund international students to study Chinese language and literature at colleges and universities in Shenzhen (for more than half a year), oroverseas students for the educational programs of college degree athigher vocational and/or polytechnic schoolsin Shenzhen;

3. To fund students from the Chinese Mainland to pursue full-time education of master's degree or higher degree in foreign (overseas) colleges and universities;

4. To fund full-time studentsat colleges and universities in Shenzhen (includingsenior technical schools, the same below) to go overseas for short-term exchange and research activities;

5. To fund full-time students from overseas universities to conduct short-term exchange and research activitiesatcolleges and universities in Shenzhen;

6. To fund those who have been previously funded by SUISF, either coming to China or going overseas to continue their study (excluding restudy) or to receive full-time academic education at a higher level;

7. To fund students from sister cities to receive full-time education at colleges and universities in Shenzhen;

8. To set up subsidies for students with financial difficultiesand provide financial aid to overseas students from poor families who receive full-time education of bachelor's degree or higher degreeat colleges and universities in China.

Applicants applying for studying in Chinaare not entitled to academic educationat colleges and universities in Chinaandstudying Chineseat colleges and universities in Shenzhen (for over half a year) at the same time; applicants applying for this subsidyare not entitled to other financial aid programs.

(II) Allocation of Funded Students and Scope of Selection in 2022

1. Open selection of75 candidates ofinternational students studying in China andChinese students going overseas, including overseas students who have previously been funded by SUISF to study in China, and students from China who continue their overseas studies (excluding restudy) or receive full-time academic education at a higher level outside China. Among them,45 international students are funded to receive full-time education of bachelor's degree or higher degreeat colleges and universities in China, andthirty Chinese students are funded to receive full-time education of master's degree or higher degreeat overseas colleges and universities.

2. Open selection of40 full-time students, either going overseas or coming to Shenzhen for short-term exchange and research activities. Among them,20 full-time students fromcolleges anduniversities in Shenzhen are funded to go overseas for short-term exchange and research activities, and20 full-time students from overseascolleges anduniversities are funded to come to China for short-term exchange and research activitiesat the counterparts in Shenzhen.

The Program is only applied by the colleges and universities in Shenzhen. The applying colleges and universities should, according to the funding requirements and conditions, and taking into accountrespective exchange and research programs of this academic year, organize their students to go overseas, or accept students from overseas universities, for short-term overseas exchange and research activities,on the basis of one student or more students for one program. The Program will consist of the short-term exchange and research programs of 2022 by the colleges and universities, and then be declared according to SUISF’s procedures and requirements. The exchange and research programs approved funding upon review will be valid for one year (From September 2022 to August 2023).

3. Ten candidates are separately listed forinternational students fromsister cities of Shenzhen.

4. Open selection of35 international studentsto be fundedto study Chinese language and literature at colleges and universities in Shenzhen (for more than half a year) oroverseas students to be funded to receive college degree’s education athigher vocational and/or polytechnic schoolsin Shenzhen, of which, 5 will be funded to receive college degree’s education athigher vocational and/or polytechnic schools.

5. In principle, no fixed number is set for students with financial difficulties. Applications are only accepted bythecolleges and universities and approved on the basis of the documentary materials provided by the applicants.

II. Selection Criteria for Funded Students

The students to be funded in 2022 will be selected according to the relevant criteria oftheprevious years, with comprehensive consideration of such elements as Universiade, Chinese culture, science and technology, “One Belt, One Road” andthe reality ofShenzhen, to award good performers and help the neediest.

The fundedinternational students studying in China should be friendly to China with good character and outstanding academic performance as well as a good image. They should be in good health, be globally allocated by continental demography, and be in an appropriate ratio of male to female students. International students from the countries along “One Belt, One Road” and majors related to Chinese culture will be given priority, mainly students in the second year ormore.

The funded students for overseas study from China should love the motherland with good character, outstanding academic performance and a good image as well as good health, taken into account an appropriate ratio of male to female students. Students studying in universities ranking the world’s top 100 higher institutions, the students from West China and the Shenzhen region as well as those from economically difficult families, and students having strong will of coming back to serve China upon graduation are given the priority.

Applicants who areinternational students receiving full-timecollegeeducation or education of higher degree in China must have already studied in China, or else they will not be accepted. To apply for theprogram oflearning Chineselanguageand literature at colleges and universities in Shenzhen (for more than half a year), the applicants can apply for full-time undergraduate education after being openly admitted by the colleges and universities in Shenzhen.

Applicants coming to China who have been funded by SUISF to continue their studies in China and applicants who have been funded by SUISF as overseas learners (excluding the restudy) or receivers of full-time academic education at a higher level must submit their academic transcripts and reports on their academic performance of the previous academic year or at the previous level (in printed or electronic version). Applicants who are overseas students studying in China should also submit their recently published newsletters promoting Chinese culture and the development of Shenzhen together with said materials.

Students who have already received similar scholarships (subsidies) in China in 2022 will not be entitled to the application for SUISF’s programs of the year. Four circumstances are not considered for the programs with full-time students from colleges and universities in Shenzhen applying for short-term exchange and research activities, they are: International students and exchange students with foreign (overseas) colleges and universities; Students who study overseas during the period of joint education programs; Chinese students for exchange and research activities for more than one year (including one year); and students who have gone overseas before September 1, 2022.

III. Main Selection Procedures for Fund-receiving Students

The main procedures for selecting students to be funded in 2022 are as follows:

(I) Voluntary application byeligible students of funding programs; applicants should, within theset time, respectively submit the Application Form for Scholarship of Shenzhen Universiade International Scholarship Foundation (For Study in China, Study Chinese Language and Literature at Colleges and universities in Shenzhen) (Appendix 1), Application Form for Scholarship of Shenzhen Universiade International Scholarship Foundation (For Going Overseas) (Appendix 2), the applicant’s self-introduction video with a duration of five minutes (see Appendix 3 to the Requirements for Producing the Introduction Video of Funding Projects of Shenzhen Universiade International Scholarship Foundation) and related materials. The applicant must present two recommendation letters in Chinese (original) signed by the in-service tutors of the university/ college he/she is studying in. The recommendation letters should be specifically written to recommend the student to apply for funding by SUISF. Recommendation letters with other contents such as admission recommendation will be rejected. The application form must contain tutor’s comments and corresponding commitment by the university/college in China where the applicant is studying or by the education administrative department at or above the municipal level. Applicants of financial aid as needy students are not required to submit self-introduction video or in-service tutor’s recommendations, except the review opinions of the colleges/universities in China.

(II) To apply for the program of short-term exchange and research activities as full-time studentsat colleges and universities in Shenzhen (includingChinese students going overseas and international students coming tostudy atcolleges and universities in Shenzhen), the colleges and universities should internally announce the programs applied, a list of members and the basic information of the teams for seven workdays, If there is no objection as to such information, the application should be made by the colleges and universities in a unified manner,or else personal application will berejected. The colleges and universities making such application should accordingly complete and submit the Application Form for Scholarship for Short-term Exchange and Research Activities of the Shenzhen Universiade International Scholarship Foundation in 2022 (Appendix 4), together with videos introducing the general situation of the funding programs so applied (Appendix 3, the duration of introduction video for each program should be within five minutes) by the Foreign Affairs Department of the colleges / universities or relevant person in charge, mainly introducing the purpose, relevance and pertinence to the majors (teaching), information on the exchange agency, the forms of exchange and research activities, the duration of exchange and research activities, and basic information of the students to be funded. No program lacking such introduction video will be accepted. Individuals applying for the funding programs are not required to submit videos and tutor’s recommendation letters.

(III) The Secretariat of SUISF will preliminarily review the applicants for their qualifications. Qualified candidates (hereinafterreferred to as“Candidates”) will be referred to SUISF’s ReviewPanel for further review.

(IV) SUISF’s ReviewPanel willhold a meeting to review the candidates.

(V) The Foreign Affairs Office of Shenzhen Municipal People’s Government will organize the review of the students to be funded from sister cities of Shenzhenwhere they will study. The students should fill in Application Form of Shenzhen Universiade International Scholarship Foundation for Allocating Scholarship for International Students from Sister Cities (Appendix 5), and the admitting colleges and universities and the Foreign Affairs Office of Shenzhen Municipal People’s Government should give written opinions on handling the funding procedures with SUISF. The funding items of the Program can be handled throughout the 2022 - 2023 academic year.

(VI) The Council meeting will be held tofinalizethe list of funded students.

(VII) The relevant procedures will be carried out.

(VIII) Online publicity.

(IX) The funded students and their recommending colleges and universities (companies) will be notified.

(X) Subsidies will be granted to, and certificates be conferred, on the students.

IV. Funding Criteria and Allocating Methods

(I) Funding Criteria

Funding criteria for overseas students to receive full-time education of bachelor’s degree or higher degreeat colleges and universities in China are RMB 40,000 for each undergraduate student per year, RMB 45,000 for each postgraduate student per year, and RMB 48,000 for each doctoral student per year.

Funding criteria for international students to study Chinese language and literature at colleges and universities in Shenzhen is RMB 10,000 per student for more than half a year; funding criteria for overseasstudentsto receive college degree’s education at higher vocational and/orpolytechnic schools in Shenzhenis RMB28,000 per studentperyear.

Students from sister cities who come to study at colleges and universities in Shenzhen for more than one year (including one year) will be funded with reference to the funding criteria for undergraduate students.

Funding criteria for students going overseas is RMB 55,000 per student per year for both postgraduate and doctoral students.

Funding criteria for students participating in short-term exchange and research activities is RMB 20,000 per student.

Funding criteria for subsidy to needy students is RMB 6,000 per student.

(II) Methods of Allocating Subsidy

Subsidy for overseas students who receive full-time education of bachelor's degree or higher degreeat colleges and universities in China or study Chinese language and literature at colleges and universities in Shenzhen, subsidy for students who go overseas and subsidy for needy students will be allocated to their recommending colleges and universities in a lump sum, which will distribute and manage the subsidy according to the relevant provisions of the Management Measures of Shenzhen Universiade International Scholarship Foundation for Issuing Funds, Certificates and Subsidies to Fund-receiving Students.

For the subsidy to the students participating in short-term exchange and research activities, the colleges and universities will apply for the subsidy with SUISF against a copy of the visa (the original of visa to be checked) upon completion of handling visa by the applicants.

The subsidy to the students from sister cities of Shenzhen as recommended by the Foreign Affairs Office of Shenzhen Municipal People’s Government will be allocated to the admitting colleges and universities in a lump sum for unified distribution management.

V. Schedule

The schedule for selection of students to be funded in the 2022 is as follows:

(I) Announcement of selection will be issued on May30, 2022.

(II) Applications will be accepted from May31, 2022 to June 30, 2022.

(III) Review of applicants will be arranged inmid-to-late July 2022.

(IV) The Third Session of the Second Council Meeting of SUISF will be held in late July 2022 to finalize the list of funded students (funding programs) and go through relevant procedures.

(V) The list of funded students (funding programs) will be publicized online in August 2022.

(VI) The funded students and their recommending colleges and universities (companies) will be notified in September 2022, the funds will be allocated and the certificates be issued.

VI. Miscellaneous

(I) Application materials to be submitted by the applicant

1. Directory of application materials (in printed and electronic versions);

2. A self-introduction video of the applicant in less than five minutes;

3. A copy of proof as the applicant’s valid identity (ID card, passport, etc.);

4. A copy of the admission letter of the applicant coming to study in China or going overseas for further study. If it is in English, there must be a translated bilingual text in both Chinese and English;

5. Copies of documents certifying that the applicant's parents and grandparents or maternal grandparents have joined the same foreign nationality;

6. Applicants who have been funded by SUISF to continue their studies in China or who go overseas for further study (excluding the restudy) or to accept full-time academic education at a higher level must submit their academic transcripts and reports on their academic performance of the previous academic year or at the previous level (in printed or electronic version). Applicants who come to study in China should also submit their recently published newsletters promoting Chinese culture and the development of Shenzhen together with said materials; and

7. Original recommendation letters signed by two in-service tutors of the college/university; if they are in English, they should be translated into Chinese.

(II) Supporting application materials to be submitted by the applicant

1. Directory of supporting application materials (in printed and electronic versions);

2. Copies of awards and honorary certificates received by the applicant in the last three years; Copies of personal deeds about the applicant published in newspapers and periodicals at or above the municipal level;

3. Copies of the applicant's academic papers and articles published in newspapers and periodicals above the municipal level and copies of the applicant’s patent certificates. If they are bound into books, submit copies of the cover, content introduction (preface), and publisher and ISBN page of the books;

4. For Chinese students receiving full-time higher education at or above master's degree in foreign colleges and universities, and full-time students from colleges and universities in Shenzhen participating in overseas short-term exchange and research activities, if they are from families with financial difficulties, they should be issued a certificate of poverty-stricken family by the civil affairs department at or above the county level; If the annual per capita disposable income of the family is less than RMB 25,000, income certificate should be issued by the company of the applicant’s parents; if the applicant’s parents are unemployed, an income certificate should be issued by the sub-district office;

5. Overseas applicants from families with financial difficulties should submita copy ofprovisionsof the national or regionalgovernment or the universitiesconcerning the poverty line standard of the families with financial difficulties,the relevant certification materialsshowingthe relevant information on the applicants’ families, together with the review comments of the universities enrolling such applicants.

(III) Applicants for short-term exchange and research activities of full-time studentsat colleges and universities in Shenzhen should fill in the Funding Application Report of Shenzhen Universiade International Scholarship Foundation for Short-Term Exchange & Research Activities in 2022 (Appendix 4) and attach the following materials:

1. Applicants (college students) for short-term overseas exchange and research activities should fill in the Application Form for Scholarship of Shenzhen Universiade International Scholarship Foundation (For Going Overseas) (Appendix 2). Applicants who will come to Shenzhen for short-term exchange programat colleges and universities in Shenzhen should fill in the Application Form for Scholarship of Shenzhen Universiade International Scholarship Foundation (For Study in China, Study Chinese Language and Literature at Colleges and universities in Shenzhen).

2. A copy of the applicant's valid ID card.

3. A copy ofInvitationLetter from the university in bilingual translated text in English and Chinese. If theInvitationLetter is not available for the time being when submitting the funding program application report, the cause of such unavailability can be explained by the recommending college/university in the Program Application Report.

4. A video introducing the funding program by the Foreign Affairs Office of the college/university or the person in charge of thefundingprogram.

5. Text of public announcement by the college/university.

(IV) Recommendation requirements of recommending colleges/ universities (companies):

1. The applicants should be recommended by the colleges and universities (companies) in China or the education administrative department at or above the prefecture level, the recommending colleges and universities (companies) should give the recommendation opinions in the application form, and promise to handle relevant matters in accordance with the Management Measures of Shenzhen Universiade International Scholarship Foundation for Issuing Funds, Certificates and Subsidies to Fund-receiving Students, manage the eligible students, and assist SUISF to properly track and pay return visits to the students recommended by the colleges and universities (companies).

In addition, the recommending colleges and universities (companies) should fill in the recommendation ranking lists respectively according to the three programs of overseas students applying for funding for studying in China, international students applying for fundingto study Chinese languageand literature at colleges and universitiesin Shenzhen, and Chinese students applying for funding for overseas study, namely: Recommendation Ranking List of Shenzhen Universiade International Scholarship Foundation for Funding International Students Studying in China (Appendix 6), Recommendation Ranking List of Shenzhen Universiade International Scholarship Foundation for Funding International Students Studying Chinese in Shenzhen (Appendix 7), and Recommendation Ranking List of Shenzhen Universiade International Scholarship Foundation for Funding Chinese Students Studying Overseas (Appendix 8); For students applying for subsidies to those from poverty-stricken families, the applicant should fill in the Consolidated Form of Overseas Students from Poverty-stricken Families Applying for Subsidies to Study in China to be Funded by Shenzhen Universiade International Scholarship Foundation (Appendix 9).

Students who have been funded by SUISF to continue their studies in or outside China or to receive full-time academic education at a higher level (referred to as continuing application for funding) should be ranked together with first-time applicants in the corresponding ranking lists above, but “Continuing Application” should be marked in the remarks column of the ranking list.

The recommendation ranking list is an important certification document for the recommending colleges and universities (companies) to check the authenticity and validity of the introduction video and application materials provided by the applicant, and rank the applicants from high to low priorities according to their character and academic performance and other conditions. If the recommending colleges and universities fail to rank more than two applicants in the same category, the recommendation ranking list will not be reviewed. The total number of students recommended by the recommending colleges and universities for the programs should not exceed the total number of students funded by SUISF for the programs in 2022, and the excessive number of students will be regarded as invalid recommendation.

2. Graduate schools in University Town of Shenzhen, Shenzhen Tourism College of Jinan University and Shenzhen Institutes of Advanced Technology, Chinese Academy of Sciences can give recommendation opinions at the level of colleges and universities.

3. Recommendation opinions issued by the internal organizations of the municipal and district education administrative departments, secondary schools, branches/departments and offices (divisions) of colleges and universities will be rejected.

4. Each recommending university/college (company) should designate one contact person to contact SUISF and the applicants.

(V) At the end of the academic year during which the funded students receiving the subsidies, or the end of short-term exchange and research activities, the funded students should submit overall report on their academic performance (or the Program) during studying in China and Shenzhen or going overseas or participating in short-term exchange and research activities according to the requirements of the Management Measures of Shenzhen Universiade International Scholarship Foundation on Granting Funds, Certificates and Subsidies to Fund-receiving Students, including the reports on their personal learning and living situation (or the Program) and their own (as individual or in cooperation with others) studying, scientific research and works, such as performance and achievements including published papers, lectures, works, approved patents, their deeds published in newspapers, if there are any physical objects in this respect (books, pictures, etc.), these should be sent (by express delivery) or by email to SUISF together with the overall situation report. Submission of the overall situation report is a thing must be done.

(VI) The applicants and the recommending colleges and universities (companies) can download the relevant application forms attached to this announcement from the official website of SUISF (http://suisf.org.cn).

The applicants and the recommending colleges and universities (companies) should fill in the relevant forms as required and send them together with relevant application materials to the Secretariat of SUISF by express delivery before June30 (the sending date of delivery shall apply).
