Announcement of Shenzhen Universiade International Scholarship Foundation on Selection
of Funded Students in 2025
深圳大运留学基金会（简称基金会）是深圳为弘扬大运精神，促进国际青年文化教育交流，特地筹集资金设立的一家专门资助留学生的公募基金会。
Shenzhen Universiade International Scholarship Foundation (“SUISF”) is a public-fundraising foundation established with specially raised funds to support eligible international students with a view to carrying forward the spirit of the Universiade and promoting cultural and educational exchanges among international youth.
2011年，在深圳第26届世界大学生夏季运动会期间举行的世界大学校长论坛开幕式上，时任中共中央政治局委员、国务院副总理刘延东称赞深圳设立大运留学基金会的做法体现了深圳期望为各国大学合作与大学生交流贡献自己的力量，是世界大学生运动会的新亮点，也是世界大学交流的新举措；深圳市委、市政府主要领导宣布深圳大运留学基金会正式成立，为首批受助学生代表颁发资助证书。
In 2011, at the opening ceremony of the World University Presidents Forum during the 26th Summer Universiadeheld inShenzhen, Liu Yandong, then Member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, spokehighly of theeffort to establishSUISF, as it reflectedthe expectation of Shenzhen to make a contribution tothecooperation of universities all over the world and the exchanges of international students,calling ita new highlight of the Universiadeandafreshinitiative for exchanges among universities around the world. On this occasion, the leaders of Shenzhen Municipal CPC Committee and Shenzhen Municipal People’s Government announced the formal establishment of SUISF, andpresentedthe Funding Certificate to the first group of representatives of funded students.
根据深圳大运留学基金会的宗旨，为落实教育优先发展战略，培养国际化人才，促进世界对中华文化的了解，推动深圳与世界各地教育、文化、科技等方面的交流与合作，基金会启动2025年资助留学生遴选工作。公告如下：
The purpose of SUISF is to implement the strategy of giving priority to the development of education, cultivate international talents, provide opportunities for the outside world to know about the Chinese culture, and promote exchanges and cooperation between Shenzhen and the world in the fields of education, culture, and science and technology. In light of its spirit, SUISF has hereby begun the selection of international students to be funded in 2025. Here is the announcement.
一、资助项目、资助人数（指标）与遴选范围
I. Funding Programs,Quotasand Scope of Selection
（一）个人申报项目（含学历教育、汉语言学习）
(I) Programs for Individual Application (Including Academic Education and Studies of Chinese Language and Literature)
1.资助境外学生在中国境内高等院校接受全日制本科及以上学历教育项目，资助指标105名（按实际报名人数确定各学历层次资助指标）；
1. To fund 105overseas studentspursuingfull-time educationfor abachelor’s degree orahigher degree at colleges and universities in China (the number of funded students for each academic level to be determined by the number of applicants);
2.资助国（境）外学生在深办高等职业院校接受全日制专科学历教育项目，资助指标5名；
2. To fund 5 international (overseas) studentsenrolled infull-time junior college education programs at higher vocational and/or polytechnic schools in Shenzhen;
3.资助国外学生在深办学高等院校学习汉语（半年以上）项目，资助指标30名；
3. To fund 30 international students studying Chinese language and literature at colleges and universities in Shenzhen (for more than half a year);
4.资助境内高校学生前往国（境）外高等院校接受全日制硕士及以上学位教育项目，资助指标45名（按实际报名人数和学历权重确定各层次资助指标）。
4. To fund 45 Chinese students from the Chinese Mainlandto pursueafull-time educationfor amaster’s degree orahigher degree at foreign colleges and universities (the quota for each degree level willbe determined by the number of applicants and the weight of educational qualifications).
（二）团队申报项目（含高校、中学生短期国际交流）
(II) Programs for Group Application (Including Short-Term International Exchanges of Students from Colleges andUniversitiesand Middle Schools)
5.资助在深办学高校全日制在校生组团（3人及以上）赴境外进行短期交流研究项目（1个月以上）；
5. To fund groups of full-time students (3 or more students per group) from colleges and universities in Shenzhen to go overseas for short-term exchange and research programs (each for more than 1 month);
6.资助境外高校全日制在校生到深办学高校进行短期交流研究项目（2周及以上）；
6. To fund full-time students from overseas colleges and universities toparticipate inshort-term exchange and research programs at colleges and universities in Shenzhen (each for 2 weeks or more);
7.资助深圳市中学生（含职业高中）团队赴国（境）外对口教育、科研机构开展短期国际教育交流活动项目；
7.Funding forgroups of middle school students from Shenzhen (including thosefromvocational high schools) toparticipate inshort-term international educational exchangeprogramsin foreign counterpart educational and research institutions; and
8.资助境外中学生来深参加短期国际教育交流活动项目。
8.Funding foroverseas middle school students to participate in short-term international educational exchange programs in Shenzhen.
团队申报项目不单独设指标，资助金根据评审结果统筹安排，获准资助的项目1年内（2025年1月——2025年12月）有效。

（三）资助遴选范围
(III)Scope of Selection
Open selection for:
1.公开遴选资助境外学生在中国境内接受全日制本科及以上学历教育项目。
1.Overseas studentsto pursue afull-time education at the undergraduatelevelorabovein Chinese Mainland;
2.公开遴选资助境外学生在深高职院校接受专科学历教育项目。
2.Overseas studentsto pursueajunior college education at polytechnic colleges in Shenzhen;
3.公开遴选资助国外学生在深办学高校学习汉语。
3.International students to study Chinese language and literature at colleges and universities in Shenzhen;
4.公开遴选资助境内学生前往国（境）外攻读硕士及以上学位项目。
4.Students from Chinese Mainland to go overseas foramaster’s degree or higher studies;
5.公开遴选资助在深高校短期国际交流研究项目。
5.Students to engage inshort-term international exchange and research programs at colleges and universities in Shenzhen; and
6.公开遴选资助深圳市中学生短期国际教育交流活动项目。

二、遴选标准及要求
II. Criteriafor SelectionandRequirements
（一）来中国境内留学受助学生
(I)Funded Students Who Study in Chinese Mainland
1.基本条件
1. BasicRequirements
（1）对华友好，品学兼优，形象良好，身体健康；
(1)FriendlyattitudetowardChina, excellentacademic performance and moralcharacter, in good image, and in good health;
（2）分布合理，兼顾男女比例。
(2)Globally allocated by continental demography, and in an appropriate ratio of male to female students.
2.就读要求

（1）学历教育申请人以本科二年级及以上学生为主，必须在中国境内就读1年及以上，未在境内就读者，不予受理；
(1) Applicants fordegree programsshould primarily besecond-yearundergraduate students orabove, who musthavestudiedin Chinese Mainlandfor at least one year, and those whohave not yet studied in Chinese Mainlandwill not be accepted;
（2）在深办学高校学习汉语（半年以上）项目，需在高校明确录取后方提出申请。
(2)ForChinese language and literatureprograms(for more than half a year)at colleges and universities in Shenzhen,applications can only be submitted afterthe applicants have beenofficially admittedby colleges and universities in Shenzhen.
3.优先范围
3.Priority Groups
（1）来自“一带一路”国家、深圳国际友好城市留学生；
(1) Students from countries along “Belt and Road” and international sister cities of Shenzhen;
（2）与中国文化、深圳科技产业相关专业背景的优秀来华留学生。
(2)Outstanding international students with academic backgrounds related to Chinese culture or Shenzhen’s technology industries.
（二）出国（境）留学受助学生
(II)Funded Students Who Study Overseas
1.基本条件
1. BasicRequirements
（1）热爱祖国，品学兼优，形象良好，身体健康；
(1)Patriotic,excellentacademic performance and moralcharacter, in good image, and in good health;
（2）分布合理，兼顾男女比例。
(2)Reasonable distribution of students with consideration given to gender balance.

（1）须持有境外高校录取通知书，并完成全日制注册，且资助期开始后（2025年9月起）在境外高校实际就读时长需连续满一年及以上。
(1)Applicants must hold a letter of admission from an overseas college/university, complete the registrationasfull-time students, andmaintain continuous enrollmentin the overseas college/university for at least one year starting fromthe funding period (commencingSeptember 2025).
（2）申请人须为境内高校毕业2年内的学生，毕业时间超过2年不予受理。
(2)Applicants must be Chinese students from the ChineseMainland who have graduated from domestic universities within thepast2 years, andthose who graduatedmore than2 yearsagowill not be accepted.
3.优先范围
3.Priority Groups
（1）在海外留学的奥运会前8名的运动员；
(1) Chinese athletes ranking top 8 at OlympicGames who study overseas;
（2）西部地区、深圳地区及家庭经济困难的学生；
(2) Chinese students from the western regions, Shenzhen area andthosewith financial difficulties;
（3）具有学成后回国服务强烈意愿的学生；
(3) Chinese studentswith a strong willingnessto return to serve China after completing their overseas studies;
（4）进入世界综合排名前100名大学学习的学生。
(4) Chinese students who are admitted touniversities in the top 100 in the world's comprehensive rankings.
（三）申请短期交流项目的要求
(III) RequirementsforApplying for Short-Term Exchange Programs
1.高校短期交流研究项目须纳入申报高校年度对外交流计划。但不包括出国（境）交流研究时长≥1年，或是与国（境）外高等院校的交换生、交流生，联合办学期间出国（境）上课的学生。
1.Short-term exchange and research programs of colleges and universitiesmustbe included in the annualinternationalexchange programs of the applying colleges and universities. However, it does not includestudents who go abroad (or overseas) for exchange and researchfor oneyearor longer, or exchange students or international exchange students with overseas institutions of higher learning, or students who attend classes abroad (or overseas) during the period of joint education program.
2.中学生出国（境）开展国际教育交流活动，须有审批立项通知，申报时按隶属关系，由教育行政部门在《项目申请报告书》上出具意见并加盖公章。带队教师（教育行政人员）须持有效公务出国（境）证件。
2. For Chinese students from middle schools who go overseas toparticipate ininternational educational exchange activities, there must be a notice of approval of the program.Applications must includean officialopinion and sealfrom theeducational administrative authorityon the Project Application Report according to the affiliation at the time of application.The leading teacher (educational administrator) must hold a valid certificate of overseas travel for official business.
3.来深参加中学生短期国际教育交流活动的项目，须提供主办、承办或教育行政部门的相关公文或审批意见。
3. Forprograms of short-term international educational exchange activities in Shenzhen for middle school students, the relevant documents or approval opinions from the sponsor, the organizer or educational administrative authoritymust be provided.
（四）其他不具备申请资格的情况
(IV)Students Ineligiblefor Application
1.曾获得本基金会同项目资助的学生。
1. Students who havepreviously received funding fromby SUISF for the same program.
2.2025年已享受中国境内同类奖（助）学金的学生，如国家留学基金委员会留学生资助金、广东省政府来粤留学生奖学金等。
2.Students who have alreadyreceivedsimilar scholarshipsorgrants in Chinese Mainland in 2025, such as the grants of China Scholarship Council (CSC) for international students, and the scholarships of the People’s Government of Guangdong Province for international students who come to study in Guangdong.
3.延期毕业学生。
3. Studentswho have deferredgraduation.
三、遴选程序
III. Selection Procedure
2025年度资助申请采取在线申报方式。申报人及推荐学校须通过资助报名系统(http://apply.suisf.org.cn/apaas/pc-login)申报。申报人及推荐学校按照《资助申请在线报名操作手册》指引，如实填写相关信息和上传申报材料。遴选工作程序如下：
Applications for the funding programs in 2025 will be submitted online. The applicants andtheirrecommending colleges/universities must applythroughthe funding registration system (http://apply.suisf.org.cn/apaas/pc-login). Applicants andtheirrecommending colleges/universities shouldtruthfully fill in the relevant information and upload the application materials in accordance with the guidelines of the Operation Manual for Funding Application Online Registration. The selection procedure is as follows:
（一）申请及申报材料报送要求：2025年实行全程在线申报，个人及团队申报材料经学校审核、公示后，无需再向基金会提交纸制材料，相关纸制材料由推荐学校存档备查（保存期限不少于1年）。
(I) Application and SubmissionRequirements forApplication Materials:In 2025, the entire application process will be conducted online. After individual andgroupapplication materials are reviewed and publicized by theircolleges/universities, there is no need to submit paper materials toSUISF. The relevant paper materials should be archived by the recommendingcolleges/universitiesfor future reference (with a retention period of no less than one year).
（二）资格初审：秘书处审核申请人（或项目）资格，符合条件的提交评审组进行评审。
(II) Preliminary QualificationReview:The Secretariatwillreview the qualifications of the applicants (or programs), andsubmit those that meet the criteriato the review panel forevaluation.
（三）专家评审：对候选人进行评审。
(III) Expert Review:Expertswillreview the candidates.
（四）理事会审议：确定资助名单。
(IV)CouncilDeliberation:TheCouncil willdetermine thefinallist of funded students (or programs).
（五）网上公示。
(V) OnlinePublicAnnouncement.
（六）通知受助学生（项目）的推荐学校。
(VI) The funded students (programs) and their recommending colleges/universities will be notified.
（七）颁发资助金和证书。
(VII) The funded students will beawardedfunds and certificates.

（2）深圳市中学生国际教育交流活动。
(2)Middle school students from Shenzhento engage inInternational educational exchange activities.
2.申报材料（学校统一整理报送）

（四）推荐单位的相关要求
(IV) Requirements Related to the RecommendingInstitutions
1.推荐单位资格
1. Qualifications of the RecommendingInstitutions
（1）申请人由所在中国境内高校（科研院所）推荐。
(1) The applicants are recommended by the colleges/universities(research institutes)in Chinese Mainland.
（2）学校二级学院、学校分部、系、处室（部门）出具的意见不予受理。
(2) Referee opinions presented by the secondary schools, branches/departments and offices (divisions) of colleges and universities willnot be accepted.
2.推荐单位职责
2. Responsibilities of the Recommending Institutions
（1）推荐学校应建立推荐评审机制，分项报送《推荐表》，并附校内评审情况报告和公示公告文本。《推荐表》是推荐单位对申请人申请资料，介绍视频真实性、有效性进行验核及单位评审推荐的证明文件。
(1) The recommending colleges/universities shall establish a recommendation review mechanism, submit the Recommendation Form by programs, and attach the texts of college/university review report and the publicannouncement. Recommendation Form is a supporting document for the recommendinginstitutions to verify the authenticity and validity of the applicant’s application materials, introduction video and theinstitution’s good-faith evaluation and recommendation.
（2）学校须在学生《资助申请表》中出具推荐意见，并承诺按照《资助证书颁发、资助金拨发与管理办法》（下称《办法》）办理有关事项。
(2) The colleges/universitiesshouldgive recommendations in the student's Funding Application Form, and undertake to handle the relevant matters in accordance with the Measures fortheIssuance ofFinancial AssistanceCertificates andthe Allocation and Management of the Funding(“Measures”).
（3）推荐学校须指定1名资助工作联络员负责与本会和申请人联系，负责对获得资助学生的管理，协助基金会做好受助学生的跟踪回访工作。
(3) The recommending colleges/universitiesshoulddesignate a funding liaison officer who is responsible for contacting SUISF and the applicants, managing the funded students, and assisting SUISF in follow-up visits of the funded students.
3.其他工作要求
3. Requirements on Other Works
（1）推荐人数限制：各单位对各项目的推荐总人数最多不能超过该项目资助的总人数额的50%，超过的数额视为无效推荐。
(1) Limit on the Number of Recommended Applicants: The total number of recommended applicants for each program by each institution shouldnot exceed 50% of the total number of applicants funded by the program. Any recommendations exceeding this limit will be considered invalid.
（2）申报材料提交限制：申报材料应在规定时间内在网上提交，逾期不受理；申报资料提交学校存档后不退还本人。
(2) Restrictions on Submission of Application Materials: Application materials shouldbe submitted online within the specified time, any overdue submission willnotbeaccepted; The application materials will not be returned to the applicants after submission to the colleges/universities for filing.
（3）导师推荐信：申报材料中的导师推荐信，须为申请人所在就读高校（或推荐学校）的在职教师针对基金会本年度资助项目申请作出的推荐，并加盖推荐学校公章。
(3) Supervisor’s Recommendation Letter: The Supervisor’s Recommendation Letter in the application materials shouldbe the recommendation made by the in-service teachersat the applicant’s currentof the college/university (ortherecommending college/university) for SUISF's funded program application this year, and stamped with the official seal of the recommending college/university.
（4）受助学生总结报告：受助学生在受助学年度结束或短期交流研究活动结束时，须按《办法》的要求，提交受助期间本人在留学、或短期交流活动期间的学习表现总体情况报告，总结报告为必须完成事项。
(4) Summary Report of Funded Students: At the end of the funded year of study or the end of short-term exchange and research activities, the funded students shouldsubmita generalreportontheiracademicperformance during the period of overseas study or short-term exchange activities in accordance with the requirements of the Measures, and the summary report is amandatoryrequirement.
五、资助标准与拨付方式
V. Funding Criteria and Allocating Methods
（一）资助标准
(I) Funding Criteria
1.国（境）外学生在中国境内高等院校接受全日制本科及以上学历教育的资助标准为：本科3万元人民币/人.年，硕士3.5万元人民币/人.年，博士4万元人民币/人.年。
1. Funding criteria for international (overseas) students receiving full-time education of bachelor’s degree or higher degree at colleges and universities in China is RMB 30,000 per undergraduate student per year, RMB 35,000 per postgraduate student per year, and RMB 40,000 per doctoral student per year.
2.国（境）外学生在深办高等职业院校接受全日制专科学历教育的资助标准为：2.8万元人民币/人.年。
2. Funding criteria for international (overseas) students receiving full-time college education at higher vocational and/or polytechnic schools in Shenzhen is RMB 28,000 per student per year.
3.国外学生在深办学高校学习汉语的资助标准为：1万元人民币/人.半年以上。
3. Funding criteria for international students studying Chinese language and literature at colleges and universities in Shenzhen is RMB 10,000 per student for more than half a year.
4.境内高校学生出国（境）留学的资助标准为：硕士4.5万元人民币/人.年，博士5万元人民币/人.年。
4. Funding criteria for Chinese students from the Chinese mainland studying abroad (overseas) is RMB 45,000 per postgraduate student per year and RMB 50,000 per doctoral student per year.
5.高校、中学短期国际交流项目不设定指标，根据评审结果和总经费预算统筹安排。
5. No fixed number is set for the short-term international exchange programs for students from colleges/universities and middle schools, which are subjected to overall arrangements according to the review results and the total expenditure budget.
（二）资助金拨付方式
(II) Methods ofFundingAllocation
资助金一次性拨付至推荐学校，学校按照《办法》的有关条款，进行发放管理。
Thefundingwillbe allocated to the recommending colleges/universities in lump sums, which shouldgive out and manage thefundingaccording to the relevant provisions of the Measures.

（一）4月8日：发布遴选公告。通过基金会微信公众号、网站（Https://www.suisf.org.cn）同步发布遴选公告。
(I) Announcement of selected students will be published on April 8th, 2025, which will be synchronously published on the official website (https://suisf.org.cn) or WeChat Official Account of SUISF.

(III) Review of applicants will be arranged in mid-to-late June.
（四）7月：召开基金会理事会会议，研究确定资助名单。
(IV) A meeting of theCouncilof SUISFwillbe held to study and determine the list of funded students (programs) in July.
（五）8月：网上公示资助名单（公示期7天）。
(V): List of funded students (programs) will be publicized online in August (for 7 days).
（六）9月：通知受助学生及其推荐学校，拨付款项，颁发证书。
(VI) The funded students and their recommending colleges and universities will be notified in September. The funds will be allocated and the certificates will be issued.
