深圳大运留学基金会（简称基金会）是深圳为弘扬大运精神，促进国际青年文化教育交流，特地筹集资金设立的一家专门资助留学生的公募基金会。
Shenzhen Universiade International Scholarship Foundation (hereinafter referred to as “SUISF”) is a public-fundraising foundation established with specially raised funds to support the eligible international students with a view to carrying forward the spirit of the Universiade Shenzhen 2011 and promoting cultural and educational exchanges among international young people.
2011年，在深圳第26届世界大学生夏季运动会期间举行的世界大学校长论坛开幕式上，时任中共中央政治局委员、国务院副总理刘延东称赞深圳设立大运留学基金会的做法体现了深圳期望为各国大学合作与大学生交流贡献自己的力量，是世界大学生运动会的新亮点，也是世界大学交流新举措；深圳市委、市政府主要领导宣布深圳大运留学基金会正式成立，为首批受助学生代表颁发资助证书。
At the opening ceremony of the World University Presidents Forum during the 26th Summer Universiade, Shenzhen in 2011, Liu Yandong, then Member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, spoke highly of the establishment of SUISF, as it reflects the expectation of Shenzhen to make a contribution to cooperation of universities all over the world and the exchanges of international students, which is a new highlight of the Universiade, as well as a new initiative for exchanges among universities around the world. On this occasion, the main leaders of Shenzhen Municipal CPC Committee and Shenzhen Municipal People’s Government announced the formal establishment of SUISF, and issued the Funding Certificate to the first group of representatives of funded students.
根据深圳大运留学基金会的宗旨，为落实教育优先发展战略，培养国际化人才，促进世界对中华文化的了解，推动深圳与世界各地教育、文化、科技等方面的交流与合作，基金会启动2024年资助留学生遴选工作。公告如下：
The purpose of SUISF is to implement the strategy of giving priority to the development of education, cultivate international talents, provide opportunities for the outside world to know about the Chinese culture, and promote exchanges and cooperation between Shenzhen and the world in the fields of education, culture, and science and technology. In light of its spirit, SUISF has hereby begun the selection of international students to be funded in 2024, as follows:
一、资助项目、资助人数（指标）与遴选范围
I. Funding Programs, Number of Funded Students and Qualified Candidates
（一）2024年资助学生项目及指标
(I) Funding Programs and Number of Funded Students in 2024
1.资助境外学生在中国境内高等院校接受全日制本科及以上学历教育项目，资助指标105名（按实际报名人数确定各学历层次资助指标）。
To fund 105 overseas students receiving full-time education of bachelor’s degree or higher degree at colleges and universities in China (the number of funded students for each academic level to be determined by the number of applicants).
2.资助国外学生在深办学高校学习汉语（半年以上）或境外学生在深高职院校接受专科学历教育项目，资助指标35名（其中学习汉语项目30名，高职类专科学历教育5名）。
To fund international students studying Chinese language and literature at colleges and universities in Shenzhen (for more than half a year) or overseas students receiving junior college education programs at higher vocational and/or polytechnic schools in Shenzhen (35 students in total, including 30 international students studying Chinese language and literature, and 5 overseas students receiving junior college education programs).
3.资助境内高校学生前往国（境）外高等院校接受全日制硕士及以上学历教育项目，资助指标45名（按实际报名人数和学历权重确定各层次资助指标）。
To fund 45 Chinese students from the Chinese mainland receiving full-time education of master’s degree or higher degree at foreign colleges and universities (the number of funded students for each academic level to be determined by the number of applicants).
4.资助曾受本基金会资助的来华、出国（境）继续学业（不含复读）或接受高一层次全日制学历教育项目，资助指标包含在以上相关项目中（简称“继续申请”）。
To fund those who have been previously funded by SUISF, either coming to China or going abroad (overseas) to continue their study (excluding restudy) or to receive full-time academic education at a higher level (“Continuing Application”), and the number of funded students is included in related programs as mentioned above.
5.资助高校学生短期国际交流研究项目
To fund the programs of short-term international exchange and research activities for college and university students
(1)在深办学高校（含技师学院）的全日制在校生出国（境）进行为期1个月及以上的“短期国际交流研究”项目；
To fund full-time students from colleges and universities (including institute of technology) in Shenzhen to go abroad (overseas) for programs of “short-term international exchange and research activities” for one month or longer period.
（2）境外高校全日制在校生到深办学高校进行为期2周及以上的“短期国际交流研究”项目。
To fund full-time students from overseas colleges and universities to carry out programs of "short-term international exchange and research activities" for 2 weeks or longer period at colleges and universities in Shenzhen
6.资助中学生短期国际教育交流活动项目
To fund the programs of short-term international educational exchange activities for middle school students
（1）我市中学生（含职业高中）开展短期国际教育交流活动项目。通过出国（境）到对口的教育、科研机构进行互动交流，拓宽视野、增长见闻、开发思维、扩大影响。
To fund middle school students (including students of vocational high schools) from Shenzhen to carry out programs of “short-term international educational exchange activities”. Through interactions and exchanges at the counterpart educational and scientific research institutions abroad, these programs will help broaden their horizons, increase their knowledge, develop their thinking and expand their influence.
(2)境外中学生来我市参加短期国际教育交流活动项目。
To fund overseas middle school students to come to Shenzhen to participate in the programs of the short-term international educational exchange activities
（二）2024年资助遴选范围
(II) The Qualified Candidates for Funding Programs in 2024
1.公开遴选资助境外学生在中国境内留学、出国（境）留学生（含“继续申请”）。
To openly select and fund candidates of overseas students studying in China and Chinese mainland students studying abroad (overseas) (including “Continuing Application”).
2.公开遴选资助在深办学高校学习汉语（半年以上）国外学生、境外在深高职院校接受专科学历教育的留学生。
To openly select and fund candidates of international students studying Chinese language and literature at colleges and universities in Shenzhen (for more than half a year) or international students receiving junior college education programs at higher vocational and/or polytechnic schools in Shenzhen.
3.公开遴选资助高校短期国际交流研究项目的全日制在校生。该项目由在深办学各高校集体申报。可以一项1人，也可以一项多人，学校统一纳入本学年度短期交流研究计划，按程序和要求申报。
To openly select and fund candidates of full-time students at colleges and universities in Shenzhen to go abroad (overseas) for programs of the short-term international exchange and research activities. This program is subject to collective application by colleges and universities in Shenzhen. One applicant or more applicants for one program is acceptable, and the applicants are uniformly included in the short-term exchange and research program of the colleges/universities, all according to the procedures and requirements of application.
4.公开遴选资助短期国际教育交流活动的全日制在校中学生。其中，出国（境）项目需经教育行政部门审批立项，由各中学集体申报，申请报告书应按隶属关系加具上一级教育行政部门意见。申报的学校按资助要求和条件，根据审批立项通知，组织学生开展国际教育交流活动。团组成员可以由一所学校单独组成，也可以由两所以上学校联合组成；每一交流团组的带队老师或教育行政部门工作人员（含翻译）需持有公务出国（境）证照。来中国境内项目应为由教育行政部门组织、承办或经教育行政部门审批的活动，须提供主办或承办或审批教育行政部门的相关公文或审批意见。
To openly select and fund candidates of full-time middle school students for short-term international educational exchange activities. Among them, the program of going abroad (overseas) is subject to approval by the education administrative department and collective application by the middle schools concerned. The Application Report shall be affixed with the comments of the superior education administrative department by affiliation. The applying schools shall organize their students to carry out international educational exchange activities according to the funding requirements and conditions and upon receipt of the approval notice. Group members can be composed of students from a single school, or from two schools in combination; the teacher leading each exchange group or the accompanying staff of the education administrative department (including interpreter) must hold certificate/permit for official visit abroad. The program of overseas study in China shall be organized, undertaken or approved by the education administrative department, with relevant official documents or approval opinions from the education administrative department.
上述经评审获准资助的短期交流项目1年内（2024年9月-2025年8月）有效。
The above short-term exchange programs approved for funding after review are valid for 1 year (September 2024 - August 2025).
二、遴选标准及要求
II. Selection Criteria and Applicant Qualifications
2024年资助学生遴选标准，综合考虑大运元素、中国文化元素、科技元素、“一带一路”和深圳元素，奖优助贫，奖助结合。
The students to be funded in 2024 will be selected by giving full consideration of such elements as Universiade, Chinese culture, science and technology, “Belt and Road” and the reality of Shenzhen, to award good performers and help the neediest.
（一）国（境）外在中国境内留学受助学生应对华友好、品学兼优、形象良好、身体健康、分布合理、兼顾男女比例，优先考虑“一带一路国家、深圳的国际友好城市和与中国文化相关专业的留学生，以本科二年级以上学生为主。
(I) The funded international (overseas) students studying in China should be friendly to China with good character, outstanding academic performance as well as a good image. They should be in good health, be globally allocated by continental demography, and be in an appropriate ratio of male to female students. International students from the countries along “Belt and Road”, Sister Cities of Shenzhen and majors related to Chinese culture will be given priority, mainly undergraduate students in the second year or more.
（二）境内出国（境）留学受助学生应热爱祖国，品学兼优、形象良好、身体健康、兼顾男女比例，优先考虑在海外留学的奥运会前8 名的运动员，优先考虑西部地区和深圳地区及家庭经济困难的学生，优先考虑具有学成后回国服务强烈意愿的学生，优先考虑进入世界综合排名前100名大学学习的学生。
(II) The funded students from the Chinese mainland for studying abroad (overseas) should love the motherland with good character, outstanding academic performance, a good image as well as good health. Priority will be given to the applicants ranked as top 8 athletes at Olympic Games studying abroad, the students from the western China, Shenzhen and financially difficult families, the students who have a strong will to return to China after completion of study, and the students enrolled in the world’s top 100 universities.
（三）国（境）外学生在中国境内接受全日制本科及以上学历教育或在深高职院校接受学历教育的申请人，必须已在中国境内就读，未在境内就读的，不予受理。申请在深办学高校学习汉语（半年以上）项目，申请人可以在深办学高校明确录取就读后提出申请。
(III) Applicants who are international (overseas) students receiving full-time college education or higher in China or receiving junior college education programs at higher vocational and/or polytechnic schools in Shenzhen must have already studied in China, or else they will not be accepted. For the program of studying Chinese language and literature at colleges and universities in Shenzhen (for more than half a year), the applicants can apply for the program after being openly admitted by the colleges and universities in Shenzhen.
（四）“继续申请”的学生，必须提交上一学年度或上一层次学历教育学业成绩单和学习表现情况汇报。境外学生在中国境内学习的申请人如近期有公开发表宣传中国文化、深圳发展的通讯报道一并提交。
(IV) Students who are filing a “Continuing Application” must submit their academic transcripts and reports on their academic performance of the previous academic year or at the previous level. Applicants who are overseas students studying in China should also submit their recently published news report promoting Chinese culture and the development of Shenzhen together with said materials.
（五）2024年享受中国境内同类奖（助）学金（如：国家留学基金委员会留学生资助金、广东省政府来粤留学生奖学金）的学生不列入各项资助申请范围。
(V) The students entitled to scholarships (subsidy) in China of the same kind (e.g. the Scholarship for Overseas Students offered by the China Scholarship Council and the Scholarship for Overseas Students Studying in Guangdong offered by the People’s Government of Guangdong Province) in 2024 will not be included in the applications.
（六）资助在深办学高校的全日制在校生申请短期出国（境）交流研究活动项目不含以下4种情况：与国（境）外高等院校的交换生、交流生，联合办学期间出国（境）上课的学生，出国（境）交流研究活动一年以上（含一年）的学生，2024年9月1日前已出国（境）的学生。
(VI) Four circumstances are not considered for the programs with full-time students from colleges and universities in Shenzhen applying for short-term exchange and research activities, they are: International students and exchange students with foreign (overseas) colleges and universities; Students who study abroad (overseas) during the period of joint education programs; Chinese students from the Chinese mainland who have conducted exchange and research activities abroad for more than one year (inclusive); And students who have gone abroad (overseas) before September 1, 2024.
三、遴选程序
III. Selection Procedures
2024年采用在线方式申报。申报前，申报人和推荐学校按《资助申请在线报名操作手册》指引，登录“基金会资助报名系统”（http://apply.suisf.org.cn/apaas/pc-login），按要求填写相关信息和上传申报材料。遴选程序如下：
The application for programs will be made online in 2024. Before application, the applicants and recommending colleges/ universities shall, according to the guidelines set out in the “Operation Manual for Funding Application Online Registration”, log in “SUISF Funding Registration System”(http://apply.suisf.org.cn/apaas/pc-login),fill in relevant information, and upload application materials as required. The selection procedures are as follows:
（一）申请及递交申报材料
(I) Application and Submission of Application Materials
1.符合资助项目第1、2、3、4项条件的，学生个人申请，按要求在规定时间内在线申请，同时递交纸质申报材料；学校审核、公示后，统一报送基金会秘书处（下称秘书处）。
1. Students who are qualified for funding programs 1, 2, 3 and 4 shall individually apply for the programs and submit application materials online to their colleges/universities within the specified time as required, together with printed application materials; After internal review and announcement by these colleges/universities, such application materials will be submitted to the Secretariat of SUISF (hereinafter referred to as “the Secretariat”).
2.符合资助项目第5、6项条件的，由学校在规定时间内集体在线申报。学校汇总短期交流项目的相关信息（项目名称、团队成员名单等），经公示后，将申报材料报送秘书处。
2. For students who are qualified for funding programs 5 and 6, the applications shall be made collectively by their colleges/universities. These colleges/universities shall collect the information related to short-term exchange and research activities (program name, list of team members, etc.), and submit such information to the Secretariat within the specified time after announcement.
（二）秘书处进行资格初审，符合申请资格的人选和项目（下统称为候选人）提交评审组进行评审。
The Secretariat will conduct a prequalification of the applicants, and the candidates who are qualified for application and their applied programs (hereinafter collectively referred to as “the Candidates”) will be referred to the review experts for evaluation.
（三）组织评审会，对候选人进行评审。
A review session will be organized to evaluate the candidates.
（四）理事会审议，确定资助学生（项目）名单。
The Board will discuss and decide the list of students (programs) to be funded.
（五）网上公示。Online publicity.
（六）通知受助学生（项目）的推荐学校（单位）。
The funded students (programs) and their recommending colleges/universities will be notified.
（七）颁发资助金和证书。
The funded students will be granted funds and issued certificates.
四、申报材料要求
IV. Requirements on Application Materials
申请人通过报名系统提交申报材料，并同步提交书面材料（视频除外）至推荐学校，推荐学校汇总后，统一报送秘书处。
Applicants shall submit their application materials through the online registration system, and simultaneously submit written materials (except video) to recommending colleges/universities, which will then be collected by the colleges/universities before submitting to the Secretariat.
（一）来中国境内留学项目申报材料要求
(I) Requirements on Application Materials for Overseas Study Programs in China
来中国境内留学项目的申请人包括：来中国境内接受全日制本科及以上学历教育（含“继续申请”资助）、来深接受全日制高职类专科学历教育、来深学习汉语的留学生。申报材料包括：
Applicants for overseas study programs in China include: International students who come to China for full-time education of bachelor’s degree or higher degree (including “Continuing Application”), international students who come to Shenzhen for full-time education of college’s degree at higher vocational and/or polytechnic schools, and international students who come to Shenzhen to study Chinese language and literature. （二）出国（境）留学项目申请申报材料要求

出国（境）留学项目的申请人为出国（境）接受全日制硕士及以上学历教育（含“继续申请”）的留学生。申报材料包括：

短期国际交流项目包括：深办高校学生国际交流研究、本市中学生短期国际教育交流活动。申报材料以学校为单位按项目汇集成册，统一报送。申报材料包括：
The programs of short-term international exchange and research activities include: Students from colleges and universities in Shenzhen going abroad (overseas) for international exchange and research activities, and middle school students from Shenzhen going abroad (overseas) for short-term international educational exchange activities. The application materials will be collected and bound into one volume by the colleges/universities per program and submitted uniformly to the Secretariat. Application materials include:

（四）其他要求
(IV) Other Requirements
1.申请人由所在中国境内的学校（单位）或地市级以上教育行政部门推荐，并在《资助申请表》中出具推荐意见，同时须承诺按《深圳大运留学基金会拨发资助金、颁发证书、对受助学生资助金管理办法》（简称《管理办法》）办理有关事项，对获得资助资格的学生进行管理，协助基金会做好对本校（单位）受助学生的跟踪回访工作。
1. The applicant shall be recommended by the colleges /universities (companies) or the education administrative department above the prefectural/municipal level in China, and be presented the recommendations in the Funding Application Form. In addition, the colleges/universities (companies) should undertake to handle the relevant matters in accordance with the Management Measures of Shenzhen Universiade International Scholarship Foundation for Issuing Funds, Certificates and Subsidies to Fund-receiving Students (hereinafter referred to as the “Management Measures”), manage the qualified students, and assist SUISF to properly track and pay return visits to the funded students.
暨南大学深圳旅游学院、中国科学院深圳先进技术研究院、中国农业科学院深圳农业基因组研究所可作为校一级单位出具推荐意见。
Shenzhen Tourism College of Jinan University, Shenzhen Institutes of Advanced Technology of Chinese Academy of Sciences, and Agricultural Genomics Institute at Shenzhen, Chinese Academy of Agricultural Sciences may give referee opinions at the level of colleges and universities.
市、区教育行政部门内设机构，学校二级学院、学校分部、系、处室（部门）出具的意见不予受理。
Referee opinions presented by the internal organizations of the municipal and district education administrative department, secondary schools, branches/departments and offices (divisions) of colleges and universities will be rejected.
2.推荐学校（单位）应建立推荐评审机制，根据各资助项目的要求分项填写《推荐表》，并附推荐情况报告和公示公告文本。继续申请资助的在备注栏中标明“继续申请”。
2. The recommending colleges/universities (companies) shall set up a recommendation review mechanism, fill in the Recommendation Form according to the requirements of funded programs, and attach a copy of Recommendation Report and the text of the announcement. Those who continuously apply for funding shall indicate “Continuing Application” in the “Comments” column.
推荐表是推荐单位对申请人申请资料，介绍视频真实性、有效性进行验核及单位评审推荐的证明文件。各单位对各项目的推荐总人数最多不能超过基金会2024年对该项目资助的总人数数额，超过的数额视为无效推荐。
Recommendation Form is a supporting document for the recommending colleges/universities to verify the authenticity and validity of the applicant’s application materials, introduction video and the company’s good-faith evaluation and recommendation. The total number of students recommended by each company for the programs should not exceed the total number of students funded by SUISF for the programs in 2024, and the number exceeding the quota is regarded as invalid recommendation.
3.推荐学校（单位）须指定一名联系人负责与本会和申请人联系。
3. Each recommending university/college (company) should designate one contact person to be responsible for contacting the SUISF and the applicants.
4.申报材料必须在规定时间内提交秘书处，逾期不受理；申报资料提交后不退还。
4. The application materials must be submitted to the Secretariat within the specified time, and overdue submittals will be dismissed. The application materials will not be returned upon submission.
5.受助学生受助学年度时间结束，或短期交流研究活动结束时，受助学生须按《管理办法》的要求，提交受助期间本人留学，或短期交流研究活动期间的学习表现总体情况报告，总结报告为必须完成事项。
5. At the end of the funded academic year or the end of the short-term exchange and research activities, the funded students should submit an overall report on their own study performance during the funded period or during the short-term exchange and research activities according to the requirements of the Management Measures. Submission of the overall report is compulsory.
五、资助标准与拨付方式
V. Funding Criteria and Allocating Methods
（一）资助标准
(I) Funding Criteria
1.境外学生在中国境内高等院校接受全日制本科及以上学历教育资助标准：本科3万元人民币/人.年、硕士3.5万元人民币/人.年、博士4万元人民币/人.年。
Funding criteria for overseas students receiving full-time education of bachelor’s degree or higher degree at colleges and universities in China is RMB 30,000 per undergraduate student per year, RMB 35,000 per postgraduate student per year, and RMB 40,000 per doctoral student per year.
2.外国学生在深办学高校学习汉语资助标准为1万元人民币/人.半年以上；境外学生在深高职院校接受专科学历教育资助标准为2.8万元人民币/人.年。
Funding criteria for international students studying Chinese language and literature at colleges and universities in Shenzhen is RMB 10,000 per student for more than half a year; funding criteria for overseas students receiving college degree’s education at higher vocational and/or polytechnic schools in Shenzhen is RMB 28,000 per student per year.
3.出国（境）留学资助标准：硕士4.5万元人民币/人.年，博士5万元人民币/人.年。
Funding criteria for Chinese students from the Chinese mainland studying abroad (overseas) is RMB 45,000 per postgraduate student per year and RMB 50,000 per doctoral student per year.
4.高校学生短期国际交流研究和中学生短期国际教育活动项目的资助标准均为0.5—2万元人民币/人。
Funding criteria for college/university students participating in short-term international exchange and research activities and for middle school students participating in short-term international educational exchange activities are both RMB 5,000-20,000 per student.
（二）资助金拨付方式
(II) Methods of Allocating Subsidy
1.资助标准中第1、2、3项的资助金一次性拨付到申请人推荐学校，由推荐学校按照《管理办法》的有关条款，进行发放管理。
The subsidy under Items 1, 2 and 3 of the funding criteria will be allocated to the recommending college/university in one lump sum, which will be given out and managed by the recommending college/university in accordance with relevant provisions of the Management Measures.
2.资助标准中第4项的资助金，在申请人办理签证后由所在学校统一凭签证复印件（验原件）到基金会办理资助金拨款手续。
For the subsidy under Items 4 of the funding criteria, the college/university may go through the fund allocation procedure with SUISF against the copy of the visa (check the original) after the applicant has applied for the visa.
六、时间安排及联系方式
VI. Timing and Contact Information
（一）4月8日发布遴选公告。通过基金会微信公众号、网站（Https://www.suisf.org.cn）同步发布遴选公告。(I) Announcement of selected students will be published on April 8th, 2024, which will be synchronously published on the official website (https://www.suisf.org.cn) or WeChat Official Account of SUISF.
（二）4月8日至5月20日接受申请。纸质材料须在5月20日前送达基金会秘书处（快递以发件日期为准）。
(II) Applications will be accepted from April 8th to May 20th, 2024. The printed application materials shall be submitted to the Secretariat by May 20th, 2024 as required (in case of express delivery, the date of dispatch shall apply).
（三）6月中下旬组织评审。
(III) Review of applicants will be arranged in mid-to-late June.
（四）7月召开基金会理事会会议，研究确定资助学生（项目）名单。
(IV) The Board Meeting of SUISF will be held in July to deliberate and finalize the list of funded students (programs).
（五）8月网上公示资助学生（项目）名单（公示期7天）。
(V) List of funded students (programs) will be published online in August (for 7 days).
（六）9月通知受助学生及其推荐学校（单位），拨付款项，颁发证书。
(VI) The funded students and their recommending colleges and universities (companies) will be notified in September, the funds will be allocated and the certificates will be issued.
